"Kuna-Yala is an autonomous area (comarca indígena) located on the northeastern Caribbean Coast of Panama and inhabited by about 32,000 persons of the ethnic group Guna.  Most residents inhabit 50 of the 300 coralline islands in this archipelago. Many of the low-lying islands experience increasing flooding due to sea level rise. In 2010, the Central Government of Panama at the initiative of Guna residents on the island of Gardi Sugdup agreed to support the location of the community to a mainland site. Despite approval of the relocation, numerous delays have slowed the project. We visited Gardi Sugdup in October 2023 at the invitation of the Panamanian Public Defender and conducted a random survey of about 40 residents of the island to understand their perspectives of the resettlement program – the first experience in Latin America of resettlement due to sea level rise."
